Moving from southwest PA, looking for good schools, reasonable cost of living, cultural and ethnic diversity. Will likely work in norfolk at the Va Beach border.

it depends were he or you will be working. traffic there is a bitch! live close to work You may want to rent for a short time give time to find the ''right house''
Answer 2 :
Traffic is horrible. make sure you do not have to drive on I64 between 2:30 and 6 or drive through the downtown or midtown tunnel between 7 and 9 AM or 2:30-6 PM. Va beach is the largest city in VA in population and has the 2nd largest school system in VA. All of Va Beach's schools are fully accredited. Norfolk is an urban school system. It is one of the best urban school districts in the state. The cost of living is normal. Norfolk has two great colleges, Old Dominion University and Norfolk State University. Virginia Wesleyan College and Regent University are in VA Beach. This area is diverse.
Answer 3 :
If you have small children stay away from this area it is known as the pedophile capitol o the country. The only place worse is ashtabula ohio which has had an unussual increase in pedophilia case in the past 6 months or so.
